We provide culturally responsive food security, community supports, education, wellness programs, and access to essential resources, creating an inclusive community where everyone is treated with dignity, compassion, and respect.

At Bethel Outreach Community Services, we are dedicated to bring a change in our community by helping our Youth, Low Income Old age seniors, disabled citizens, and immigrants and refugees in need through a range of services and support programs. Our mission is to provide compassionate care and assistance to those who are in Canada, ensuring that they have the resources and support they need to thrive in their home.

Our mission is to ensure that all members of our community receive the care and resources necessary to not only survive but thrive in their homes. We do this by helping, understanding, and serving each other, working collaboratively to make a positive impact on the lives of those we serve.
We are dedicated to nurturing a welcoming and inclusive community, where all individuals have access to the resources essential for their overall well-being. Our commitment extends to aiding various marginalized groups, including low-income individuals, housing-challenged individuals, international students, people with accessibility needs, the elderly, youth, immigrants, and refugees. Through our efforts, we provide vital care and support to those in need and offer assistance to those experiencing hardship.
Our team consists of passionate and dedicated individuals united by a common goal: making a positive impact in the lives of others. With our extensive experience in community support, we deeply understand the unique challenges our clients face. Furthermore, our dedicated volunteers are the backbone of our organization, and without their invaluable contributions, we wouldn’t be able to accomplish what we do.
We offer a diverse range of programs and services designed to cater to the unique needs of our community. These programs include the Community Support Program, New Immigrant Program, Literacy Program, Youth Mentorship Program, After-School Program, Summer Camp Program, Refugee Settlement Program, Senior Wellness Program, and the Inclusive Ethnic Food Security Program. Each of these initiatives has been carefully customized to meet specific requirements and offer crucial assistance to our community members.

About Our Founder
Pastor Vivian N. Etuka is the Founder & Executive Director of Bethel Outreach Community Services (BOCS), a community advocate and food justice champion whose work is rooted in one belief: everyone deserves to live with dignity, regardless of income, culture, ability, or circumstance.
In 2019, Pastor Etuka founded BOCS in Brampton, Ontario, initially supporting approximately 50 families and individuals each week. Under her leadership, BOCS has grown into a trusted community organization serving hundreds of families weekly through culturally responsive food security, school nutrition, senior wellness, newcomer and refugee support, youth development, accessibility initiatives, and other wraparound services.
A central focus of Pastor Etuka’s advocacy has been culturally inclusive food security and food justice. She has championed access to African, Caribbean, and other culturally familiar foods, firmly believing that food is more than nourishment it is history, culture, wellbeing, dignity, and a safe space. This commitment has helped establish BOCS as a leader in ethnically responsive food access and led to the delivery of Peel Region’s first Afro-Caribbean culturally inclusive school lunch initiative, providing thousands of free, hot meals to elementary school children.
Her advocacy extends beyond food. Pastor Etuka has championed stronger school food programs, accessibility, economic dignity, and better opportunities for people with disabilities and other marginalized communities. She has participated in national advocacy efforts supporting permanent investment in school food and works alongside organizations advocating for disability inclusion and poverty reduction.
Pastor Etuka is also an equal community partner in the groundbreaking 13,000-square-foot Brampton Food HUB, a collaborative community space advancing food security, connection, dignity, and wellbeing in Brampton.
Her leadership and advocacy have been recognized through several honours, including the City of Brampton Inspiration Award, National Impact Award for Advocacy, and United Way Community Leadership Award, among other recognitions.
Today, Pastor Etuka continues to use her voice to advocate for systemic change while ensuring BOCS remains deeply connected to the people it was created to serve. For her, community work is not simply about providing services—it is about ensuring that people feel seen, respected, represented, and given a genuine opportunity to thrive.
